The National Federation of Independent Business (NFIB) is the nation's leading business advocate because the organization only takes positions on issues after polling its 600,000 members. It then communicates the "small business position" to lawmakers and monitors their votes on key issues. When it came time to communicate lawmakers' performance to members before the 2002 election, NFIB turned to Parthenon to create the voting guide for its members.
